    Stormwater utility fees provide a comprehensive stormwater management program, a capital improvement project program to address neighborhood and street flooding problems, maintenance of existing stormwater infrastructure and programs to ensure compliance with Ohio EPA regulations to protect water quality.     The rates are based on a property's contribution to stormwater runoff and are categorized according to single-family residential and non-residential land use. Customers are charged based on the impervious (non-penetrable) area a property is known to have, such as pavement and rooftops. A billing unit, called an Equivalent Residential Unit (or ERU). In the city of Gahanna, the average impervious area of a residential unit was found to be approximately 3,064 square feet. Therefore, 3,064 square feet represents the impervious area of one ERU.
    Single-family residential customers
    All single-family residential properties are calculated at 1 ERU and are billed the same quarterly rate. For 2005, the quarterly charge for one ERU is approximately $8.13. Since the reality is that residents are already paying for a small portion of stormwater maintenance via income taxes currently paid to the City, a credit of $1.18 per quarter is given to each residential customer, bringing their cost to $6.95 per quarter (approximately $2.32 per month).
    Non-residential properties
    Non-residential properties are calculated by how much impervious area the property is known to have, which was compiled from the city's Geographic Information System (GIS) and other records. Non-Residential customers will pay $8.13 times the number of ERU's related to their property. For example a 10,000 square foot piece of impervious property will be charged for 3 ERU as follows:

    10,000sf / 3064sf = 3.21 ERU

    $8.13 x 3 ERU = $24.39 per quarter.

    Are Credits Available for Stormwater Drainage Improvements?
    Yes. Discounts are available for non-residential property customers who perform certain qualifying improvements to reduce the stormwater runoff or the city's cost of providing stormwater management.
